SCWNA Meeting Minutes, 9/12/2010
Call to Order: The meeting was called to order by Richard Ball, Chairman, at 5:10 p.m. The meeting was held at the Ball residence, as we were notified late last week the LDS Church was not able to accommodate us due to liability reasons. The potluck started at 4:20 p.m. Richard Ball stayed at the LDS church until then to direct anyone over that did not get the location change email.
Present: Michael Diggles, Katherine Holt, Robert Bitter, Margaret Birkemeier, DeAnna Ball, Florence Ball, Merldine Cardoza, Jackie Jones, Rich Kadwell, Bob Cornelius, Randy Carson, Richard Ball, Shelley Kadwell.
Minutes: The minutes from the May 13, 2010 were read. Katherine Holt moved to accept the minutes, seconded by Bob Cornelius. All in favor of supporting minutes as written, no corrections.
Elections of Officers: All positions are open for nomination/election for a two year period: Nominations: Chairman: Jackie Jones nominated. Richard Ball withdrew from Chairperson. Katherine Holt moved to close nominations, seconded by Bob Cornelius. Votes counted, 8 votes yes for Jackie Jones, Chairman.
Vice Chairman: Jackie Jones resigned as Vice Chairman. Nominations for Vice Chairman: Shelley Kadwell (declined), Bob Cornelius (declined), Richard Kadwell (declined), Mike Diggles is willing to run for office. Motion to close nominations, seconded by Katherine Holt. All were in favor of Mike Diggles, Vice Chairman.
Secretary: Katherine Holt motioned to approve Shelley Kadwell as secretary, Richard Ball seconded. Shelley is willing to remain in office. All were in favor of Shelley Kadwell, Secretary.
Speaker: Robert Bitter, SWCNA Liaison and candidate for mayor, was here to talk about the City’s transportation plan. The one way street issue is ‘dead’. There will be a meeting Wednesday night. The plan is well developed over the past year. Comment on one way issue - there are a few routes to here off I-5, Barlow & Knight’s Bridge. The plan looked at how traffic may continue to grow. They came up with only fiscally viable way to take care of the issue. ODOT is ok to not have the one way streets since there was such a furor over it. Another issue - from 99E onto Otto Road (near Spinning Wheel) into the Pioneer Industrial Park. This proposed thru-street will hopefully make the traffic better on SW 13th Avenue. The transportation plan addresses the next 20 years.
A separate project being looked at is connecting N. 3rd Avenue with 13th by a bridge over the tracks.
Questions/comments for Mr. Bitter: Katherine Holt spoke with Sue Arthur about repainting the old water tower with a mural, but she said there was a chemical type reaction going on. Bob Cornelius, who is on the Utility Board, said an assessment was being done and they were asked to look at it again to see what options are available. Next month the findings should be back with options. Codes are being looked at to see what we need to do to bring it up to standards. The color was originally specified to be the same as the new tank. This is the first time he’s heard of it.
Bob Cornelius invited any of us to attend Board Meetings at the Canby Utility Board, the 2nd and 4th Tuesdays of each month in the Canby Utility Board Room. Bring the topic up as to what you would like to see.
Mayoral candidate Bob Carson appeared at the meeting to introduce himself and offer to answer any questions.
He discussed people’s issues with truck traffic and train traffic through town and that it is being addressed.
Katherine Holt mentioned that her husband walks to work, and at the intersection of Ivy and 99E, after a train goes it takes two cycles of lights before pedestrians can cross. Mr. Carson says that is an ODOT issue.
He discussed his background, answered questions about urban renewal.
As the meeting was winding down, Shelley Kadwell proposed that Richard Ball continue to run the web page for SWCNA. Jackie Jones agreed. Richard Ball will be Webmaster for the SWCNA. Shelley Kadwell will be sending all emails for SWCNA.

SWCNA Meeting Minutes, 5/13/2010
The meeting was called to order by Richard Ball, Chairman, at 7:10 p.m.
Members Present: Richard and Florence Ball, Joe Freeman, Shelley Kadwell, Margaret Birkmeier, Bob Cornelius, Robert Bitter, and Jackie Jones.
We don’t have quorum this evening. 10 members need to be present to have quorum, but only 7 are here this evening. Therefore, we are unable to do elections.
The SWCNA formed the summer of 2008, partially due to 13th Avenue being redone, and the water tank.
The minutes from the last meeting, July 7, 2009, were read by Shelley Kadwell, Secretary. No corrections or modifications – but minutes could not be approved due to lack of quorum.
Old Business:
Discussed the paint color on the water tank. It was not able to be changed due to the permanent aspect of the material (graffiti protection).
Regarding the green arrow request on SW 13th and Ivy – Florence Ball wrote to the Senior Traffic Engineer for Clackamas County in August of last year, and November of last year as well. He said something would be done in the Spring. He said he had investigated the situation, and that they completed their investigation. They researched traffic and accident history and felt it wasn’t warranted based on this history. It was investigated by an intern on November 19 for a two hour period from 7-9 a.m. The longest backup of cars was 300 feet. The busiest time was from 7-8:00 a.m. Northbound trucks and buses numbered 7, and Southbound was 2. There were only two crashes, between 2006 and 2008. One was a turning movement, and one was a rear-end crash. Richard and Florence Ball went and observed the traffic from N-S and E-W. Their numbers were quite a bit larger. They found the busiest time was early from 7-7:45. It is something to keep looking at through the transportation plan (finalized in June).
Water tank facility – Richard got a hold of Sue Arthur, she put together a packet (see Richard Ball for a copy, he has extras) to show the summary of the project. We discussed the landscaping.
New Business:
Danger on N. side of SW 13th backing out onto 13th. Early mornings and afternoons are hard. People driving and walking need to be aware.
City Council Member Robert Bitter is the liaison for our area. Each neighborhood association has a Council liaison. He and Richard Ball served on the committee for the police chief election. He is the local voice representing the City. He is running for mayor of Canby, so after his term ends he will not be our liaison.
Any issues for Kari Inness, Canby’s Code Enforcement Officer? The ditch on SW 13th (past S. Fir) was growing up with 3’ weeds. She was good about taking care of that. Also on 6th and Fir there were hedges that were overgrown, she got that taken care of as well. A tree was in the way on Fir and 13th – resident altered the tree to make it better for people to see around. No graffiti has been reported. No violations noticed. Cedar Ridge had some graffiti by the high school. Pacific Medical Group had graffiti as well and got it cleaned up.
Canby Transportation System plan handout distributed (Richard Ball has extra copies of this if you need). One of the items on the agenda (sidewalks needed alongside of S. Ivy between 99E and S 13th) was addressed in this report. It is a high priority. The City is responsible for installing the sidewalks according to the County’s standards. The City will be applying for grants to finance the work.
There is a meeting Thursday, May 27 at the Canby Adult Center at 6:30 p.m. for a Public Open House to preview Canby’s Draft Transportation System Plan Update (to support our community’s transportation needs over the next 20 years, including bicycles and pedestrian needs).
Canby’s low-impact Development Code Project handout (Richard Ball has extras of this as well) – shows green spaces, storm drainage options. This work is being funded by a grant.
SWCNA Community Potluck Picnic at the LDS Church lawn on Sunday, September 12, 2010 around 2 p.m. We had 12 last year and it turned out nice. In the future we could also have a board game night, and maybe an entry in the General Canby Day Parade.
Q and A: Any response to emails being sent out? There have been a few in the past but not too much.
Member Bob Cornelius is a member of Canby Utility Board. City liaison Robert Bitter is open for any questions.
The next meeting will be Sunday, September 12 at the Mormon Church grassy area for a potluck and elections. Richard Ball will send an email reminder.

DOUG KITZMILLER IS OUR SWCNA LIAISON POLICE OFFICER
The Canby Police Department is dedicated to being responsive to the needs of the community in the delivery of exceptional police services. The focus upon community revitalization gives the police department and each neighborhood an opportunity to develop a problem solving partnership that emphasizes positive improvement within the neighborhood.
In order to facilitate this arrangement, the Canby Police Department is assigning each geographic area of Canby a Community Liaison Officer. The officer will attend neighborhood functions and serve as a contact for the neighborhood and its residents. The officer will also coordinate the use of police resources within the neighborhood to address chronic problems.
The Community Liaison Officer does not replace the regular police response to crimes and incidents that require immediate response. Rather, the Community Liaison Officer is a resource for problems that may be chronic or pervasive within a neighborhood. Examples of this would be speeding traffic or structures being used for illegal activities. In instances where residents are unsure of what can be done, the Community Liaison Officer can provide guidance and problem solving ideas.
Community Liaison Officers work patrol shifts and may not work every day, but they can be contacted by calling or emailing the police department. Our liaison officer is Doug Kitzmiller. He can be reached by calling 503 266 4024 X260 or by email at KitzmillerD@ci.canby.or.us

City Council Recognized SWCNA, 8/20/08
On the evening of 8/20/08, Canby's City Council officially recognized both of the newly formed south side neighborhood associations (SECNA & SWCNA) under resolutions 1001 & 1002.

INDUSTRIAL PARK TRAFFIC STUDY UPDATE
ODOT must approve the scope of the work. The City is awaiting ODOT's comments/approval to proceed. When they give the City the green light the study should take a couple of months to complete. Matilda Deas of City Planning has indicated that she will keep us in the loop.
